| 世界卫生组织（WHO）康复胜任力架构（RCF）涵盖了5大核心领域，加拿大作业治疗师胜任力框架则构建了6大能力体系并配套了可观察的行为指标，两者均具备较强的系统性和操作性。然而，我国康复治疗专业目前尚缺乏统一的胜任力标准，教育认证与执业监管体系亦不完善。本文系统梳理了上述两大框架的核心内容，旨在以WHO-RCF为理念基础，借鉴加拿大框架的精细化设计经验，探索构建符合我国国情的胜任力标准体系，推动以胜任力为导向的认证与监管机制建设，进而促进我国作业治疗专业向规范化、标准化和高质量方向发展。 |

| The WHO Rehabilitation Competency Framework (RCF) encompasses five core domains, while the Canadian Occupational Therapist Competency Framework outlines six competency clusters accompanied by observable behavioral indicators. Both frameworks demonstrate strong systematicity and operability. However, the rehabilitation therapy profession in China currently lacks unified competency standards, and its educational accreditation and practice regulation systems remain imperfect. This paper systematically reviews the core components of the above-mentioned frameworks. Aiming to establish the WHO-RCF as a conceptual foundation and drawing upon the refined design experience of the Canadian framework, this study explores the construction of a competency standard system tailored to China's national conditions. It further advocates for the development of competency-oriented accreditation and regulatory mechanisms to promote the standardized, regulated, and high-quality development of the occupational therapy profession in China. |
