| 国家标准《功能、残疾、健康分类康复组合评定（GB/T 41843-2022）》（ICF-RS）功能分级的临床推广与规范应用，是推动我国康复医学标准化、国际化发展的关键举措。本文结合临床实践与行业发展需求，系统梳理了ICF-RS功能分级模型构建的必要性、技术路线及临床验证流程，深入分析了该分级体系在优化康复资源配置、衔接医保支付体系、制订个体化康复方案等方面的核心应用价值。通过实践验证发现，ICF-RS功能分级模型经多中心、多评定者信效度检验，其一致性良好，具备成熟的临床应用基础，未来需结合以功能导向的国际医疗发展趋势与《国际疾病分类》第11版（ICD-11）融合ICF的行业要求，进一步推动ICF-RS功能分级的普及，使其成为临床康复一体化发展的通用核心工具。 |

| Promoting the standardized application of the functional grading by using the national standard "Classification of functioning, disability and health-rehabilitation set (GB/T 41843-2022)" (ICF-RS) in clinical rehabilitation practice is a key measure to promote the standardized development of rehabilitation medicine in China. Bearing in mind the clinical practice and professional development needs, this paper systematically reviews the necessity, technical route and clinical verification process of the construction of the ICF-RS functional grading model, and thoroughly analyzes the core value of this grading system in optimizing the allocation of rehabilitation resources, connecting the medical insurance payment system as well as formulating the individualized rehabilitation plans. Practice verification shows that the ICF-RS functional grading model has good consistency after multi-center and multi-rater reliability and validity tests, and has a mature clinical application foundation. In the future, it is necessary to further promote its use in daily rehabilitation practice, considering the international development trend of function-oriented medical care and the professional requirements of integrating ICF into the 11th edition of the International Classification of Diseases (ICD-11), so as to make it a general core instrument for the integrated development of clinical rehabilitation practice. |
